Solar PV on the Isle of Thanet is dominantly permitted development, but conservation areas and listed-building status carve out significant exceptions. The DNO side is a separate constraint that trips up more installs than the planning side.
Permitted development on Thanet
Under the General Permitted Development Order, most domestic solar PV on the Isle of Thanet is PD provided:
- Panels are not the highest part of the roof (excluding a chimney).
- Panels project no more than 200mm from the roof plane.
- The install does not disturb the amenity of the area (a subjective test in practice).
Conservation-area exceptions
Thanet District Council maintains active conservation areas in Margate Old Town, Broadstairs Old Town and North Foreland, Ramsgate Royal Harbour and West Cliff and East Cliff, parts of Kingsgate, St Peter's village and pockets of Westgate. Inside a CA, PD rights for solar panels visible from a public highway or public open space are curtailed - a street-facing installation typically needs planning permission. A rear-slope install usually stays as PD.
The practical test: stand at the property boundary on the public side and look at the roof slope you want to fit. If you can see it clearly, and you are in one of the listed CAs, you almost certainly need planning permission for that slope.
Listed building consent
Listed status overrides PD rights entirely. Any external alteration - solar panels included - to a Grade I or Grade II listed building on the Isle of Thanet needs Listed Building Consent from Thanet District Council. This is a separate process from planning and cannot be granted retrospectively without risk. The Ramsgate West Cliff Regency terraces and much of Margate Old Town's Georgian and Victorian stock is listed.
DNO thresholds - the harder cutoff
Under Engineering Recommendation G98, a single-phase inverter up to 3.68kW is connect-and-notify. Anything larger needs G99 approval from UK Power Networks Southern before energising. Battery-storage systems that can export power always need G99 regardless of inverter size.
G99 turnaround in UKPN Southern in 2026 is typically 4-6 weeks. On a rural CT12 Minster install, or on the older Ramsgate CT11 supply mains, the DNO can also require a network survey before granting approval - adding another 4 weeks. Plan the install schedule around this. Panels on a rack in the garden don't earn tariff until the DNO says yes.
Sizing note for Thanet roofs
A 3.68kW inverter can drive around 4.4-4.6kWp of panels because peak Kent-summer output is throttled below panel-rated. If you want more than that on the roof, plan for G99 from day one - do not try to fit 5kWp on a 3.68kW inverter and call it G98. The DNO reads inverter datasheets.
